While I've not had first-hand experience with Bob Jackson restorations, I have seen their respray work and it is top notch.
I HAVE had work done by Mercian's in Derby---http://www.merciancycles.com/renovation.asp
----and they did a lovely job on a very detailed request, using genuine enamels. They have a color chart which you can download.
Two other finishers I know of with excellent reputations are Argos Cycles----http://www.argoscycles.co.uk/ (they also have a color chart) ----and Cleveland Bike Spray----http://www.clevelandbikespray.com
Reproduction transfers can usually be obtained through the painter, or else through Nick at H Lloyd Cycles----
