Garth, You write that the fork *seems* to be symmetrical. Before filing the dropout, I'd want to be very sure that it is. Take it to a shop with a Park fork alignment tool, or to a framebuilder to be sure. However, if it is, I also use a 5/16" Nicholson chainsaw file for forks. 3/8" for rear dropouts.
