I don't really think there is any problem here with finding an inexpensive axle. Likely the original hollow axle was replaced with a same-threaded 10x1mm solid replacement axle, so any current Japanese hollow axle should work with the existing cones. (Wheels Mfg. and Suntour definitely made 10x1 solid axles in the past)

According to Sutherland's 1980 edition, 1970's Campy hollow axles were 10mm x 26 TPI rear, 9mm x 26 TPI front. Japanese hollow axles are shown as either Campy thread or else 3/8" x 26 TPI front and rear. If the cones don't fit a Campy axle, then the axle is most likely 3/8" x 26 TPI.
Wheels Mfg. makes axles and cones for Campy thread as well as 3/8" x 26 TPI.
Your local LBS should be able to order them, or if not you can get them at
Bike Tools, Etc. among other places.
