I'd build it with 700C. You've got the 650B thing covered and this bike is about versatility by my read. Standard reach brake maxed out will allow for 32-35mm tires but if you want skinnier than that 650B doesn't allow for that. For me sometimes a 23mm tire is the cat's meow but sometimes 32mm is the royal tush cush. 700C gives you those options. But that's me. With that said, 650B is cool too.
