The most significant changes she made were proportioning frames for smaller-than-most-male bodies by using smaller front wheels and shorter top tubes. The newer frames seem to use the now more readily available 650B wheels front and rear for smaller sizes.

A 5'11" woman would likely be able to use a standard frame without problems.
