Subject: [CR]Williams cottered crank question

I have, what I believe to be, a Williams cottered crank. (I can only barely see the emblem on the inside of the arm.) It has the bolt-pattern of a Stronglight 49 crank. I assumed that the inner bolts from a Stronglight 49 or a TA would fit into the holes. The nutted bolt does fit but the inserts from the other side do not. The crank may have been rechromed, and I do not know whether the female portion of chainring bolts is being stopped by "extra" chrome, or there is a different insert for the Williams cranks of this pattern. I thought of boring out the holes slightly, but then if it's meant to go a specific way, I will find the right bolts.

Any help out there with solving this minor problem?

Thanks.

Cheers.
