Some popular US-made bike components in the CR time period even shipped with 10-32 bolts, including Blackburn racks and some waterbottle cages (American Classic maybe?). The Blackburns were annoying because they used a 1/8" allen wrench - not close enough to 3mm to work, though the threads fit fine.
5x0.8 and 10-32 are so close that there is two-way compatibility - 5x0.8 bolts thread into 10-32 holes too.
