I suspect that this is a Viner. The star cut-outs were used by Viner fairly extensively, and the pattern looks to be consistent with other Viners up through the early 80's. There are a couple of on-topic Viners on eBay at the moment, neither of which has good detailed pictures, but you can sort-of see the star windows in this one:
