Ken, I am 99.9% sure that is an early 70's PX-10. The lugs are right, the decals are right, and in that era, only the PX-10, at least among models sold in USA, had the half chromed forks AND half chromed stays. Plus the bike has the "Inoxydable" decal at the top of the seattube which was on the PX-10 then. You can also see the outline where the triangular Reynolds 531 decal was at the top of the fork blade.
The bike would have had old style (before Reynolds Tube Co.) 531 DB French language frame decal below the "Inoxydable" on the seattube and the old style French language 531 fork decals on both forks.
