The graphics look like late 80's to me, more recent than my 1986 PZ-10. So does the 531 decal. Assuming the decal is correct and/or original, the frame has 531 butted main tubes only. That would make it a good quality model, but a couple of steps below the top of the line. Also, the decal is in English. That could mean this is one of the Peugeots that were made in Canada under license. Or it could be that when Peugeot (and other French manufacturers) went to English dimensions in the mid 80's they abandoned the French-language 531 decals. Any any case, I think this bike is technically beyond the CR 1983 cutoff, although it might qualify as KOF.
