Never heard the "premium" story, but the stickers/decals have always be listed in the Campagnolo catalogs over the years so it was possible to order them if you wanted. Years ago most shops here stocked them and sold them for a dollar a piece.
My local bike shop ordered a sheet for me last year and I payed $1 per sticker.
(If you don't change your sign off you're going to be booted off the list by the List Master!)
