Gabriel, None of the bikes that you mentioned are touring bikes so I would select a frame with the least collectable value because once they hack the frame, it is done. First choice is the Masi with the Merckx fork, then the 84 Cinelli.
My real choice would be to find a used touring frame in good shape for Simon to hack. BTW, Bilenky converted my McReynolds touring bike and did a great job.
Another consideration to save travel weight is to get an off topic bike made of ti and have Simon hack that one. If you just want the bike for riding without carrying panniers or loaded touring, that might be the way to go.
