That's exactly what I thought, chain too short. Also needs lube.

Beautiful bike Michael. I'd say mid-late 1950s top of the line; very desirable bike. Your chain is too short judging by the pictures of the derailleur and that's why the shifting is no good. Your bike is crying out for cloth tape on the handlebars!
