Not wishing to muddy the waters two much, but a Jack Holland was the founder/owner of Holland Cycles of Elizabeth St, Melbourne in Australia from about 1925 to 1965. Holland had their own brand "Holland" of framesets and cycles, most, if not all of the latter ones were built for Holland by Rupert or Norm Bates of Coburg (suburban Melbourne). I've looked at the photo's of this apparently UK origin Holland and feel it's unlikely there is a connection, but I could not rule it out absolutely.
