Norris and Co.
This bike looks so much like the tandems I've seem from
LeJeune and Urago, that I wonder if it wasn't built by a
contract builder for Helyett. Even perhaps Urago?
It's too bad that there aren't more close-in photos. In
many respects, the only way to distinguish between many of the
French tandems of that era is to examine some very specific
details.
