Probably depends on the spec of the bike. Typical Routens touring bike would have generator mounted integral with the front rack/canti attachment I believe. But this bike does not seem to have racks - note the provision of a barcon cable stop braze-on. Barcon shifter cables interfere with handlebar bags so this bike is probably not a touring machine - also note the centerpulls instead of canti's.
So I guess this is a non touring bike spec and they simply did things different on it.
With most of these types of bikes, there are many exceptions.
