The bike in question looks very similar to a "Peugeot PRO10" from 1984 as shown in this catalog: http://home.wanadoo.nl/peugeotshow/images/1984_1.jpg

Or if one takes the position of the shifting levers into account it could also be similar to a PY10/P from 1988: http://home.wanadoo.nl/peugeotshow/images/1988_1.jpg

My guess: The bike is not in the 1983 limit, but it speaks the language of bikes from that era. When I was young boy I always dreamt of owning such a beauty. I lived very close to France and the closest French Peugeot dealer was only 10 miles away. In the 80s I rode to his shop at least once a year to obtain the latest catalog. Maybe someday I manage to find a Mavic equiped PRO10 or PY10/P in my size.

I believe this bike is probably just inside the 1983 limit. It has what appears to be a full Mavic groupe.
