Subject: [CR]Kapitanov's Cinelli - what kind of cage is that?

I enlarged the photo and brightened it up a bit to better see the strange cage on the down tube. Is it meant to carry a special type of bottle? There's a normal cage mounted on the bars, and then there's that one. Just curious.
