I believe they were intended for the storage of food, probably food which wasn't eaten immediately from the musette.

I assume that they fell out of fashion because they look pretty inelegant when full. I sem to recall a photo of Fausto Coppi, with well-stuffed front pockets, giving a whole new meaning to the words "cycle rack".
