[CR]refurbishing black anodized Gios stem - need help

Subject: [CR]refurbishing black anodized Gios stem - need help

so i've decided that this is the year to restore/rejuvinate/refurbish/whatever you want to call it, my 82 Gios Super record. i have a black anodized gios stem, like the one in this picture - http://bulgier.net/pics/bike/Catalogs/gios81/1.jpg - but the black is a bit discolored or faded in spots, it's got a few scratches too and has these white streaks that look like paint on it. I'ld like to get the black, black again. the problem with getting it reanodized is that it looks like "Original Gios" is painted on the sides and is in pretty good shape. the lettering is not panto'd or a decal but looks really painted on. how did they paint those on with consistency? i can't imagine that someone sat there and hand painted/signed each side of the stems before they went out.

any suggestions on how to get this looking better?

PS - can someone identify what rims are used in the picture above? i see "MAVIC" on them, but what model?
