I don't think this is a bbicycle related accessory.
I think I remember ladies having this on belt and then being able to hook
skirt on t and lift skirt out of dirt, street, water, etc.
I think they could aldo hold it on finger to lift accordingly but being
careful not to show ankle, you know.
