The only headset locknut system I've ever had a real respect for was the system that Stronglight used for example.

The lock washer has teeth that mesh with teeth in the adjustable cup, and the lock washer has a flat that fits with the flat on the steerer tube. Only one wrench needed; just move the adjustable cup one tooth at a time for precise adjustment and then tighten the lock nut.
