I've bought it at Pep Boys recently. Somewhere on the web someone did a bunch of testing of various rim cements. Vittoria Mastik One was the best, so that's what I've been using since then.

In comparison Fast Tack wasn't that good, nor was Wolber, which were my two previous favorites. He didn't test Tubasti or any of the old red type ones so I don't know how those compared, my impression was that they didn't work nearly as well as Fast Tack or Wolber. I've never really had problems with tires rolling with any of them though.
