Won't you have to repaint it anyway? It looks rough. So to fix that should not be a whole lot in addition to the paint. And if you paint it, repairs underneath should be negligible.

I'm not a frame builder nor an expert collector though.

But he does show the the right hand seat stay 5 times. Maybe he is just comparing it to the Left hand seat Stay which he does not show at all! I would ask for some Left side photos if the right side looks that rough.

My 1971 Supercourse does show a slight indentation around right seat stay cap underneath paint. However mine is not outlined in rust, which could be oxidation of different metals tig welded together.

If you get it and repaint it, please post the results. I'd like to see the finished product.

Item # 300076746601 The seller says that the cap at the top of the right-hand seat stay is not detaching from the stay. It looks bad to me. What do the framebuilders have to say?
