Appears to be everything you'd need for a medium/low-end 'bike boom" bike. Valentino derailleurs, Wrights plastic saddle, Nuovo Tipo hubs, 27" Weinmann clinchers, plain seat pin, thick TTT stem, cottered crank, leftover Universal "Extra" brakes. Was the headbadge printed on chrome sticker? Looks pretty complete and correct to me.
