Well, I can confirm the my totally original (ok, except bar tape, tires and toe straps), early 1960's Bianchi CdM track bike has non-engraved Cinelli bar and stem so it would seem they were indeed available to others besides Schwinn. I would presume that this is the way Schwinn spec'd their Paramount track bikes but apparently they were not available exclusively to them.
