Your frame reminds me of the work found on my early 80s Coppi by Fiorelli (lugs with dual window/heart cutouts), and probably a lot more other frames from that era look similar. Here's the address to photos on my Wool Jersey album (includes bare frame photos on last pages):

Recall the MASERATI brand sold in the 70s, but don't recall if they continued into the 80s or not, so this may be another potential possibility???
