Hi, John---
R.O. Harrison/New Star Cycles was a HIGHLY-RESPECTED British builder who made lovely frames with a unique, polished brass six-pointed star (a stylized "Star of David") for a headbadge, thought by many to be one of the finest and most tasteful bike badges ever.
Their frames were worthy of the badge, too. I've seen a few of them. All with outstanding features and flawless lugwork. I know Alexander Von Tutschek in the last few months sold a large lovely one (I'm thinking it might have gone to Dave Cooper in Chicago, but I'm not sure) on ebay. It was my size and I was drooling over it, but my current direction is more in the randonneuring/camping vein right now, so I passed. I tell you, it took all of my will power. And I was thinking about that frame just the other day and kicking myself for not jumping at it. Your friend has quite a worthy steed there.
The Brits can tell you much more about where they were made, who raced them, etc.
