I'm stickin' up for Robbie on this one. An item *can,* in fact, be clean, but need a cleaning. I assume Robbie means the item is mechanically/cosmetically clean, no bad scratches nor other actual damage, nor obvious wear. But that is has a lot of road grime on it.
