These days there are all kinds of hockey tape for various purposes. Traditional hockey friction tape is still available in black in 3/4" x 60' rolls in sporting goods stores catering to the ice hockey crowd about two or three bucks IIRC. Nasty stuff in hot weather causing black no-slip hands, but does make a good base layer for handlebars. On a couple of my bikes I've even used a few layers under the off topic bar tape that rhymes with pork.
