The whole thing was done with a Dremel tool and a small variety of round and pointed bits. I also used the Dremel to cut the inner-web from the ring, which was way scary as the carbide wheel was buzzing-a-plenty.

The aluminum is actually fairly soft to work on and I'm sure that with a proper selection of tools it wouldn't be hard to cut various nice patterns. I've got an old Colnago chainring with clover-cutouts that I paid some monies for... and now look at it thinking "hmmmmm.... that's pretty trivial to replicate".

Here's a snap of the chainring before final cleanup and paint:
