No responses on this so far I see - so looks like everyone's baffled, but I'll pitch in by saying that this is a very interesting frameset indeed and almost Claud Butler-esque in some of the details.
Not 1960s - but earlier I'd say (1950s?) - and forks strike me as being a late 70s - early 80s replacement.
