The lugs are '80s Japanese (Nikko maybe? I forget...), pressed steel (not IC) and I'm pretty sure the EO shell is also Japanese (Eisho?). Ask Richie Sachs, I'll bet he remembers. The crown is Bocama (French), a nice investment casting also from the '80s.

Could be a Japanese bike or maybe an American? The painting on the seatstay tops is British style but the rest of the frame doesn't say UK to me.
