It COULD be a Mark Nobilette. Seat cluster has a few telltale similarities. Maybe Mike Kone could ask Mark (Mark will be at the Cirque next month)

Don't know the maker, but I can say the level of workmanship looks very good. I'd be very surprised if it turned out to be anything like mass-produced; looks like hand-built the slow way by someone who knows his stuff.
The logo on the fork crown is distinctive - someone here must know what that is. If it's Zeus, then it's just the maker of the fork crown, not the frame. The seatstay attachment at the seat lug is another clue - I've seen that theme many times but not quite that variation. The little cutout in the downtube spoon of the BB shell is also idiosyncratic. I'm inclined to guess American, low-volume custom builder.
