But since there seem to be 3 different dropout vintages involved, a good guess would be that perhaps there were damaged rears so a builder used the closest thing for the repair. If one was trying to match the style of the eyelets, then the two rear dropouts although mis-matched do make sense to have put in. Only type faces are wrong, but the shapes and the fender eyes are the same.
