Subject: [CR]Help ID bike with "moon" lug

Gents, I've grabbed an image posted by a fellow in another forum who's trying to get a fix on what he has: it's clearly a nicely-made frame by a Custom (USA ?)Builder and this pic link shows the most distinctive feature: a seatcluster with single circle cutouts in the lugs. The headlugs also have this cutout. It has braze-on shifter bosses, top cable eyelets, Campy VERTICAL dropouts and all NR components with a patent '79 RD. People have guessed it could be a Tom Ritchey or Peter Johnson or Peter Mooney...what do you think?
