One distinguishing characteristic for a Jim Redcay frames is that the toptube cable guides are off center a bit to the left side of the toptube. Jim didn't cutout many lugs and I've never seen a cutout on one of his seatlugs, but then, I've not seen all the frames he built either. Jim's frames have English bb threading. I've also not seen a Redcay with vertical dropouts. Lou Deeter, Orlando FL

Can't tell much from that photo, but the details I can see look like

the work of framebuilder Jim Redcay. Just a guess at this point.
