Well, frame sizes WERE standardized in the English speaking world; in INCHES from the centre of the bottom bracket to the top of the seat lug. But it seems the Europeans liked to measure centre to centre in centimetres, or at least that's how Italian frames were specified when I started to notice them. Nowadays it's all mixed up and the sloping top tube "compact" off-topic frames just add to the confusion. When people quote the size to the top tube, it's not really clear whether they mean along the seat tube or straight up, although I suspect it's the former.
