The tulip motif is definitely a Somec mark: http://www.somec.com/azienda_storia_eng.php As you'll see from that link, Somec is still around.

But I think I've seen it on some other bike, as well (possibly Japanese?). In any case, I'd say that Colnago is definitely a Somec. And I agree with Charles that the Somec is more interesting than the more common Colnago.
