My daily search of ebay for all things Pogliaghi on ebay returned this frame

This bike intrigues me in that it has some features that don't quite make sense to me. It is advertised as a track frame but It appears to have vertical dropouts in the rear, There are cable guides under the bottom bracket, and water bottle braze ons. The brake bridge is not drilled (and is a different shape than my later pog track frame has). Lug treatment appears to be much less refined than on other Pogs pictured on the CR website. I've also never seen a Pog (although I haven't seen all that many) with "Pogliaghi Italcours" stamped into the headtube. What is this? was this an early Pog spec'd somewhat similiar to a british path racer?
