The steerer also was not Reynolds, on all the GRs I worked on or got to see taken apart. And that was a lot -- dozens went through the shop I worked at in the early-mid 70s. They had the awful bulged and sleeved (not butted) Motobecane steerer. Never saw a steerer like that on any other brand so I think they may have made it themselves.
