Ahmet,

I have a "Ron Kitching's Hand Book" which is basically a catalogue of a company that as I understand distributed mainly European bike components in Britain from 1940ies through 1970ies. My copy is from year 1971, and lists a number of Cinelli stems: 3 similar to yours (differing by the angle - 72, 65 and 58 degrees), all steel, one also steel with an adjustable slider, and only one alloy ("dural"), which looks like the modern stems, with a recessed Allen bolt. Interestingly, while the catalogue lists some dimensions and other data, it never mentions the stems' diameter (while listing, for instance, weights). Hope this helps.
