I have a couple similar looking Philippe stems, but I am puzzled by the clamp bolt on this one. I can see bolt threads in the open slot, but there is no recessed style nut and no simple hex nut showing on the back side, and the photos do not show any views of the front of the stem. I wonder if the seller may have just tapped (threaded) the stem for a non-original replacement for a missing binder bolt and the current piece now just screws directly into the alloy stem itself to tighten the clamp? Usually stems made for "invisible" recessed bolts (such as a Cinelli 1-R) are not bored completely through the alloy leaving an exposed opening at the opposite side. Maybe this is not a bad idea or remedy at all (In fact I may even try this myself some time) but, it just looks "wrong" to me.
