You might have to be more specific than "tweaked" to get a meaningful response to your question. In my mind, "slightly tweaked" means slightly out of alignment -- in a way that might be remedied by cold-setting.

Has your 3Rensho been run into something (like the back of a car) so that the top tube and down tube are slightly bent/deformed in the heat affected zone an inch or two back from the head tube lugs? That's the only possibility that occurs to me from your description.

If that was the case, then I could see that tube replacement might be a good option. Although Ishiwata might no longer be available, Kaisei tubing from Japan is the successor to Ishiwata (run by former Ishiwata people, I hear). If tubing provenance is important to you, I'd suggest Kaisei, which now has a U.S. distributor.

Frankly, I'd trust a good framebuilder to repair it with his or her choice. I expect the criteria used should be guage/butting profile and not brand name or country of origin. And yeah, I'd say it'd still be a 3Rensho after that repair -- a straight one, too
