Lots of drag on a water prop. It may be more efficient to displace air to move through the water. At least when dealing with small amounts of power and hull drag is low. The fastest human powered boat has an air prop. http://lancet.mit.edu/decavitator/ It's not obvious in the photo, but the hulls are out of the water.
