Subject: [CR]"All -rounder" bicycle on the (relatively) cheap?

Hello, This is my first post so forgive me if this is a dumb question. I've been wanting something like a Saluki, Ebisu, Singer, Toei, (who doesn't) but don't want to spend the big bucks just yet. Are there any vintage bicycles that could be recommended that would perhaps be less expensive that would be comparable to the above? Would a Raleigh International not be too far removed in terms of ride quality and versatility? Secondly, is it be a big deal to add fenders and 32mm wide tire to an International? I would think the clearance is there with the centerpull brake. What about the frame itself? David
