There are 3 possibilities. Dave Moulton, Dave Tesch, or Ted Kirkbride.

I think the most likely at that time would have been Moulton.

As is evident on the BB, it was built in San Marcos sometime at the end of 1983, but who was building at that time? More specifically, who could've built this particular frame? Also, someone suggested that it's been repainted, as these decals didn't show up until later, but the original owner assured me otherwise. Finally, the rack braze-ons are throwing me off.
