I've received multiple sets of rims from puerto rico via USPS, no problems whatsoever with condition on receipt. I should think that ANY carrier is ok, as long as packaging is in a rim box and theres sufficient fill (popcorn or 1" bubble wrap to suspend the rims in the box away from the sides)
