There are, but they aren't the best (nor are they the worst). Not sure how good they would be for the track, but street use is fine. Surly drills their 17t and up cogs. There are also a couple of aftermarket companies that make drilled cogs. I think there are a couple others as well.

I also wouldn't be so quick to dimiss alloy cogs as the Sugino Gigas is a pretty impressive offering.

But this is quickly veering off topic, so I digress.
