In response to my enquiry Ron Bois was kind enough to shed some light on the matter. His post is pasted below.

"Hi Tom, Thanks for checking in. The front brake on a Paramount track was a factory option, so some were factory drilled, and some were drilled later by the owners. If it is a little "off" drilled that does not mean it was done by the owner,,,because at the factory there was no special jig for this process. It was, a small hand punch for the "near center" then the drill bits to size. Many road crowns were predrilled, and then redrilled after the steerer was brazed in,,,,,so a W"HOLE" lot easier than an undrilled Track crown. And the real racing stuff has NO BRAKES!!! Look at the old guys in the racing shell,,,,,,,,,,,,NO BRAKES!!!! And they are going backwards at full speed.

Several folks wrote to tell me that they had holes drilled that were a bit awkward and they were not at all sure they were factory drillings and some folks had no holes.
